Reservoir levels

We are now in a state of less water in our SW Water reservoirs than this time last year..
The present break in the drought will arrest the fall temporarily.

Interesting to see that the demand for water has decreased in the last 2 decades in the Southwest.
Presumably due to metering.
This is not what the media in general portray so does this only apply to the Southwest?
